2007 GUAM ISLAND FAIR 63RD LIBERATION DAY COMMITTEE The Spirit of Freedom PARADE ACTIVITIES RULES AND REGULATIONS
I. Purpose
To provide the structure, organization and direction for the conduct of the annual Liberation Day Parade, scheduled July 21,2007. In addition, these rules and regulations will ensure compliance for a safe environment for all parade participants and the general public.
II. Methodology
Official Parade: Starts at 10:00 a.m. and upon declaration by Governor Felix P. Camacho. The parade will open with the entrance of the runners from the Guam Running Club.
III. Parade Route
The official parade route is on Marine Corps Drive, beginning at Adelup Intersection, Anigua and ending at Paseo Loop in Hagatna. The Reviewing Stand will be situated directly across the Chamorro Village complex between Skinner’s Plaza and Marine Drive. The approximate distance from the start to end is 1.2 miles.
IV. Staging Area
• All floats will be assigned a number and placed in order starting at Adelup Intersection down towards Asan Memorial Park.
• All Marching Units entered as non-vehicular will assemble at the Adelup Parade grounds in Anigua. All units must report to assembly area no later than 8:00 a.m. (Parade Activities Committee will line-up all entries according to their assigned number sequence).
• The Parade Route on Marine Drive will close at 7:00a.m. and will not re-open until two (2) hours after the parade ends. Marine Drive from Adelup to Asan Park will be closed to two (2) lane traffic only between 10:00p.m. July 20,2007 to 12:00p.m. July 21,2007.
• All Marching units, dance troops, walkers, etc. should be dropped off at the assembly area and all conveyance vehicles (i.e. buses, vans, cars, etc.) should proceed to the Hagatna Swimming Pool parking lot where all units will meet with their respective vehicles after the parade.
• For the purposes of the float entry categories, all vehicular and marching units entries are subject to the following provisions: 1. Staging Area for floats, Adelup Intersection down towards Asan Memorial Park 2. Staging Area for Marching Units, Adelup Parade Ground 3. Staging Area for Running Club, in front of Jackson’s Car Wash 4. Staging Area for Thunder Road Motorcycle Club, parking lot of Jackson’s Car Wash.
V. Parade Line-up
Opening Events start at 9:20a.m. with the Guam Running Club, Flag information followed by a Thunder Road Motorcycle Club wake up call. Offical Parade Start at 10:00 a.m.
• Color Guard • USMC Band • Parade Marshal (s) • WWII Veterans / 3rd Marine Division Association • Guam Veterans • Military Marching Units • Village Floats • Government Floats • Non-Profit Floats • Commercial Floats • All others, dance troops, walkers, etc.
VI. Judging of Float Categories
Judging for all competitive float categories will take place at the float staging site starting from 7:30 a.m. to 9:30am. Winners of the float competition will be announced by the Master of Ceremonies and awarded by the Governor as they pass the Grand Stand.
Competitive float categories will be judged on the criteria below: • Theme Portrayal • Creativity • Attractiveness • Kinetic Features (Moves, blows, bubbles, etc.) • Sound (Music, sound effects, voice, etc.) • Use of natural materials • Well constructed • Attendants in themed costumes
VII. Specifics of Parade
• All Float entries are requested to move from their construction sites to the staging area in Hagatna between the hours of 10:00 p.m. July 20,2007 to 7:00 a.m. July 21,2007. • Float dimensions should be from ground level to maximum height not to exceed fifteen (15) feet. The width of the float should not exceed 1 ½ land of standard highway on Guam • The theme for the 63rd Liberation Day Festivities is “The Spirit of Freedom.” This theme must be portrayed on the float and the float composition will be judged based on the theme portrayed, beauty and overall construction of the float.
• Competitive Float Categories: 1. Village 2. Government (Local and Federal) 3. Non-Profit Organizations (excludes Government Employees Assn.) 4. Commercial / Businesses
• Awards / Prizes Village Level: 1st – Governor’s Award and Trophy 2nd – Trophy 3rd – Trophy Government Level: 1st – Committee Award and Trophy 2nd – Trophy 3rd – Trophy
Commercial Level: 1st – Chairman’s Award and Trophy 2nd – Trophy 3rd – Trophy
Non Profit Level: 1st – 1st Lady’s Award and Trophy 2nd – Trophy 3rd – Trophy
• All parade entries wishing to toss hand-outs (i.e. promotional items, candies, etc.) are cautioned to do so carefully without injury to an individual or the general public. Please toss items away from the float or vehicle. This will prevent children and adults from running underneath the float.
